With reference to your letter/1225241917 dated 16th
March, 1917, relative to the introduction of compulsory
service for local defence at Hong Kong, I am commanded by the
Army Council to say that they would be glad to be informed as
soon as possible of the Governor's proposals on the passing
of this measure so that the possibility of effecting a further
reduction of the regular garrison may be considered.
